The poverty line is the minimum income that people have an acceptable standard of living. People with incomes below the poverty line are considered poor. Economists study the causes of poverty in order to find solutions to the problem.
As the general standard of living in the country rises, the poverty line does, too. Therefore, even with today’s relatively high standard of living, about 10 percent of the people in the United States are below the poverty line. However, if these people had stable jobs, they could have an acceptable standard of living. Economists suggest several reasons why poor people do not have jobs.
For one thing, more than half of the poor people in the United States are not qualified to work. Over 40 percent of the poor people are children. By law, children less than 16 years old cannot work in many industries. A large number of poor people are old. Many companies do not hire people over 65 years old, the normal retirement age.
Some poor adults do not look for jobs for a variety of personal reasons: they are sick, or they do not have any motivation. They have family problems, or they don’t believe that they can find a job.Other poor people look for a job but cannot find one. Many poor adults never went to high school. Therefore, when they look for jobs, they gave few skills that can offer.
At the present time, the government thinks it can reduce poverty in the country in the following ways.First, if the national economy grows, businesses and industries hire more workers. Some of the poor who are qualified to look for jobs may find employment. Then they will no longer be below the poverty line.Second, if society invests in the poor, the poor will become more productive. If the government spend money on social programs, education, and training for poor people. The poor will have the skills to offer. Then it is more likely that they can find jobs. Finally, if the government distributes society’s income differently, it raises some poor people above the poverty line. The government collects taxes from the non-poor and gives money to the poor. These payments to the poor are called welfare. In 1975 over 18million people in the United States received welfare.
Some economists are looking for better solutions to the poverty problem. However, at the present time, many people depend on welfare for a minimally acceptable standard of living.

D. Some people are not qualified to work.
11. What’s the meaning of the word “motivation” in paragraph 4?
12. For the time being, what is the last solution to guarantee the basic standard of living?
A. More choices of selectable job vacancies.
B. The growing national economy.
C. The tax collections from the non-poor classes.
D. Government’s investments on the poor to improve their working skills.

“I’ve seen your advertisement in the magazine looking for manufacturing engineer who has an experience and willing to undergo extensive training. I would like to apply for the said position…”
A所说的他擅长外语，在文章当中并没有提到；B选项说他想成为一名训练员，而在邮件一开始作者便点名了自己想应聘的岗位为生产工程师，故B不对；C选项说他曾经有过一份全职工作，而在邮件中作者只提到了自己曾经 “handled a lot of academic projects and part time employment in line to programming languages.”
根据第一段schedule a conference 和the call可以得知D项符合题意，故本题答案为D。
The meeting should be arranged before the new product presentations on May 26，故本题答案为D。
本题中的 no sooner…than意思是“一…
Economists study the causes of poverty in order to find solutions to the problem可知，作者写这篇文章是为find solutions to the problem，对应B选项，故本题答案为B。
紧接着第三段就提到了两个原因more than half of the poor people in the United States are not qualified to work，对应选项D；children less than 16yueas old cannot work in many industries，对应选项B；第四段又提到了一个原因they do not have any motivation，对应A选项，只有C选项没有提到，故本题答案为C。
Some poor adults do not look for jobs for a variety of personal reasons: they are sick, or they do not have any motivation这句话中，这句话是在解释一些穷人不找工作的原因，即他们身体生病或者他们没有_____。
由time being, last solution可以定位到第五段的倒数第二、三句Finally, if the government distributes society’s income differently, it raises some poor people above the poverty line. The government collects taxes from the non-poor and gives money to the poor，对应选项C，故本题答案为C。
Some economists are looking for better solutions to the poverty problem（一些经济学家正在找寻更好地解决贫困问题的方法），换而言之，更好的解决方法还没有找到，故本题答案为D。
第一段最后点明了邮件的目的，即we would like to send you some samples so that you can try them too，对应选项B，故本题答案为B。
If you wish to receive samples of the new line of our products, go to our online store，对应A选项，故本题答案为A。
第二段最后提到instead of making a payment enter promotional code TY117563, and your selections will be shipped to your home without charge，对应A选项，故本题答案为A。
